About Us
The University Estate Department is responsible for managing, maintaining, and developing the physical infrastructure of the campus. It oversees construction projects, renovation works, land management, and the upkeep of university buildings, hostels, and facilities. The department ensures that all development activities meet safety standards, quality benchmarks, and sustainability practices. It also coordinates with architects, contractors, and government authorities for smooth execution of works. In addition to construction and maintenance, the Estate Department handles utility services, landscaping, and allocation of space for academic and administrative purposes. By providing efficient infrastructure support, the department plays a vital role in creating a safe, functional, and student-friendly environment that enhances teaching, learning, and research activities within the university.
Standard Operating Procedure (SOP)
• For carrying out any addition, alteration or new construction work the detailed drawings for the work are to be prepared first.
• On the basis of detailed drawing the estimate for the work is prepared. The rates for the estimate are taken from the Govt. SOR. Non-SOR items are to be supported with the market rate & rate analysis.
• On basis of estimated cost the work is submitted for Administrative Approval (AA) of higher authority of GTU. Draft Tender Papers (DTP) are prepared and put up for approval of the estate committee formed as per GTU REGULATIONS 2017, 6.13 consists of,
(1) VC nominee
(2) Registrar
(3) Chief Accounts Officer
(4) OSD-Estate
(5) Director
(6) Deputy Engineer
After approval from estate committee DTP is further submitted to higher authority for approval
• Once the DTP is approved, Approval for Advertisement is taken from Registrar and publish in newspaper.
• For the work of more than Rs.5.00 Lakhs estimated amount, advertisement is published in newspaper and tender is uploaded on Govt. website of www.gtu.nprocure.com.
• For the work of less than Rs.5.00 Lakhs estimated amount, advertisement is published in newspaper and tender is uploaded on GTU’s website www.gtu.ac.in.
• For smaller specific works, quotations are invited by putting the advertisement on University website.
• Percentage rate tender or Item rate tender are published as per requirement of work. The standard Tender Form B-1 or Form B-2 of R & B Department are used for the tender process.
Functions
Planning & Development
- Recommend planning and development of the University campus including building new structures at Headquarters or other locations.
- Prepare plans, estimates and specifications for construction & development projects.
Construction, Repairs & Maintenance
- Carry out construction of buildings, additions, alterations, repairs to existing buildings.
- Sanction ordinary repairs (buildings, electrical installations, sanitary fittings, water supply etc.) under authorized financial limits, without or after inviting quotations as per prescribed rules.
- Undertake special repairs with technical sanction up to specified monetary thresholds.
Financial Powers & Sanctioning
- Oversee estimates and revisions, ensure appropriate technical sanction is obtained for works.
- Approve expenditure on items (repairs, spare parts etc.) up to certain limits without quotations, or after inviting quotations, depending on cost.
Estate Committee Oversight
- The Estate Department works under the oversight of the University Estate Committee. This committee recommends to the Higher Authority on planning, construction, acceptance of tenders, repairs, additions and other estate‐matters.
Allotment & Use of Properties
- Manage allotment of university staff quarters, including classification of staff for that purpose
- Manage allotment, upkeep, and policies pertaining to use of university‐owned premises.
